PCS opened its Substance Abuse Treatment Program in 1972 and has since worked as a strategic partner to break the cycle of addiction and replace it with self-sufficiency and empowerment. While the 3021 South Vermont site is the actual service location for Outpatient SUD services, patient assessments and centralized intake is also provided for persons seeking admission to inpatient treatment, which is housed at another location. Needs To Be Addressed: From the heroin crisis in the 1970, to the crack cocaine epidemic that began in the 1980s, through meth addiction and the ongoing opioid crisis, now the COVID pandemic and the horrific rates of homelessness in Los Angeles- the demand for substance use disorder (SUD) treatment has only increased. PCS knows that rebuilding a life from SUD takes more than clearing the substances from a person’s body. Navigating the complex systems for support, requires work and engagement. PCS currently offers treatment support in a building originally constructed in 1948. The primary goals of the 3021 S. Vermont renovation project include the following: 1) To enhance the treatment experience for those who we serve- the renovation will support the recovery process; 2) Provide upgrades that promote health and safety; 4) Provide upgrades that are energy efficient; 5) Provide upgrades that are cost efficient,6) reduce excessive repair costs; 7) improve performance via the enhancement of the work environment that makes work more enjoyable; 8) Improve space for relevant community meetings; 9 Enhanced technology for staff and patients; 10) a strengthened sense of community; 11) Among the many benefits of restroom renovations are improved sanitation, greater comfort, easier access for all, and lower operating cost. Proposed Services: Substantial need exists for renovation and replacement of outdated building components. The proposed renovation services will allow for expanded services, increased accessibility, better cost-effectiveness and efficiency and include the following: 1) Install fire sprinkler system; 2) Exterior facade improvement, signage, energy efficient double pane windows, new entry and security doors, repair and paint wall surface, new awning; 3) Electrical panel upgrade, replace fluorescent lights with energy efficient lighting; 4) Replace carpet with tile flooring; 5) Repair and painting existing interior walls; 5) Energy efficient toilet, sinks, faucets, bathroom accessories 6) New HVAC System 7) Low voltage audio visual security system 8) Fence repair 9) Parking lot resurfacing, markings and signage, 10) Roof systems replacement also correcting slope; 11) Vision panel doors for offices; 12) Increase 2nd floor multipurpose room size with removal of booths; 13) Repair gym/multipurpose room flooring, and appropriate wiring for computer lab, and staff computers. Population group to be served: With a focus on the historically under-served in the target area, homelessness on the rise and the demand for SUD services, this renovation project will assist PCS to meet the increasing need for the culturally sensitive SUD services that the agency provides to the Latino, African American and other residents of South Los Angeles. Patients must be Medi-Cal eligible, ages 18 and up.
