Schade Contact Phone Numbers (Voice, Fax) 419-626-5623 Email Address pschade@echdohio.org Website Address eriecohealthohio.org List all grant program funds requested in the application, if applicable The Erie County Health Department/Erie County Community Health Center (ECHD/ECCHC) requests funding of $2,500,000 from the HRSA 22-134 Construction Projects funding opportunity to build a Mental Health and Behavioral Health Short Term Housing facility that will increase individuals’ access to critical health care services. Erie County is home to about 75,000 people, however, ECHD/ECCHC also serves the surrounding eight counties, and up to 10 million annual visitors and seasonal residents who work in the recreation industry. By demographics, 86% of Erie County’s population is White/Caucasian, 8.9% are Black/African American, 4.5% are Hispanic, and 3% identify a
s two or more races. About 60% of residents are between the ages of 18 and 44, when statistics show many addiction activities begin. Nearly 10% have not graduated from high school, 10.5% have disabilities, and 6.4% do not have health insurance. These factors lead to residents facing health disparities (low-income, under-educated, minority, disabled, and mental/behavioral health challenges). Because this sub-population bears the higher burden of health disparities/inequities they will derive greater benefit from this project. A significant portion of Erie County residents receive either Medicare or Medicaid benefits, and are living in poverty making them more likely to experience barriers to care, health disparities, and housing inequalities. Erie County has a poverty rate of 11.6%, and Sandusky City, where the ECHD/ECCHC main campus is located, has a poverty rate of 22%. This economic instability feeds directly into addiction rates as those who struggle to find and keep stable employment and housing are also at higher risk of substance abuse according to the National Institutes of Health. Approximately 84% of Erie County jail inmates are suffering with mental or behavioral health issues; these individuals require care, not incarceration. Co-located at the main campus are ECHD/ECCHC, an inpatient detoxification unit, and a 40 bed recovery housing facility, Becky’s House. The Detox and Becky’s House support individuals with opiate use disorder (OUD) and substance use disorder (SUD), however, there remain significant barriers to mental health and behavioral health care in our community. There are a dearth of facilities in this area to serve those facing addiction and substance use issues and a lack of transportation to reach the facilities when beds do open.
