Consumer Assistance Program Grant Abstract and Profile The New Mexico Public Regulation Commission Insurance Division (???NMPRC ID???) respectfully requests consideration in awarding additional funding so that we may maintain and further enhance our efforts in providing much needed consumer assistance to the venerable and rural population of New Mexico. NMPRC ID established the Health Insurance Consumer Assistance Program (???HICAP???) continues its ongoing efforts to serve its purpose by fulfilling the duties of the Patient Protection and Affordable Care Act (???PPACA???). Section 1002 of the Affordable Care Act added section 2793 of the Public Health Service Act, which provides for federal grants to States to establish, expand, or provide support for the establishment of independent offices of health insurance consumer assistance or ombudsman programs.
