On March 23, 2010, President Barack Obama signed into law the Patient Protection and Affordable Care Act (PPACA). The legislation is designed to expand health care coverage within the United States by extending health care insurance to more citizens, stabilizing health insurance markets by requiring broader participation, enhancing regulation and consumer protections, and improving the affordability and quality of health care. Much of the responsibility for implementation of the PPACA provisions has been delegated to states. Grant opportunities to assist States in working with the federal government to implement comprehensive health reform are included in the provisions of PPACA. Section 1002 of the Affordable Care Act added section 2793 of the Public Health Service Act, which provides for federal grants to States to establish, expand, or provide support for the establishment of independent offices of health insurance consumer assistance or ombudsman programs.
