Project Abstract The District of Columbia Office of the Health Care Ombudsman Proposed Project: Since 2009, the District of Columbia has, through its Office of the Health Care Ombudsman and Bill of Rights (OHCOBR) operated a consumer assistance program to solve consumer complaints related to program eligibility, health services, prescription drug access, insurance coverage, reimbursement for health services and quality of care for District residents and individuals covered by insurance licensed in the District. OHCOBR has provided assistance to nearly 3,000 individuals, utilizing local appropriations, Federal Medicaid funds, and Bill of Rights funds Goals of the Project: OHCOBR plans to use Grant funds to improve its program in three important ways. First, OHCOBR intends to develop its technological infrastructure by purchasing call center functionality and encryption software.
