GOALS: The Affordable Care Act (ACA) presents new challenges and opportunities to health insurance consumers as well as to the New Jersey Department of Banking and Insurance (Department or DOBI), which has the responsibility of regulating the insurance industry and educating and protecting New Jersey’s consumers. Our goal is to foster and promote an environment in which consumers can make educated choices in their health insurance purchases and know how to appeal adverse determinations when they so desire. DOBI considers consumer education and protection as its core mission. We recognize that effective implementation of ACA requires not only full application of our existing resources and programs, but also program enhancements and implementation of new projects to provide consumers with education, guidance, and advocacy.
