The Health Education and Advocacy Unit in the Consumer Protection Division of the Office of the Attorney General of Maryland ("HEAU") assists consumers with the appeals and grievance process where they have been denied coverage by their insurance carrier. The HEAU assisted more than 2,100 consumers during FY 2009. Of the cases mediated by the HEAU, 69% involved contractual denials and 31% involved denials based on medical necessity. The HEAU's mediation efforts resulted in 52% of the contractual denials being overturned or modified by the carrier and 69% of the medical necessity denials being overturned or modified. The HEAU assisted patients in obtaining more than $1.4 million in claims payments in FY 2009. The HEAU was established by the Maryland General Assembly in 1986. The HEAU was designed to assist health care consumers in understanding health care bills and third party coverage, to identify improper billing or coverage determinations, to report billing and/or coverage problems
