The U.S. Territory of American Samoa requests $120,000 in funding to establish an Office of Health Insurance Consumer Assistance within its State Insurance Commissioner’s Office to provide ombudsman services to the close to 70,000 residents of the islands of Tutuila and Manu’a. The goal of this office will be to improve American Samoans’ understanding of and access to health insurance services in the Territory. Proposed funding will provide the level of consumer assistance needed to meet the Territory’s rapidly expanding health care system, which currently includes a Medicaid-certified primary and secondary care hospital and an American Samoa Department of Health (DOH) federally qualified Community Health Center and two (2) New Access Point facilities opened in 2009. Two (2) additional New Access Point sites are being proposed by DOH for 2011, and the Department of Health is seeking Medicaid certification for its primary care services, which will significantly increase the number of pe
