ABSTRACT The North Carolina Department of Insurance will establish the independent office of the Ombudsman Services Group (OSG) to serve as the entity to promote immediate improvements in health insurance consumer assistance activities as provided under the Affordable Care Act. This OSG will be separate from the Department of Insurance's (DOI) regulatory divisions in order to advocate freely and vigorously on behalf of consumers. The newly developed consumer assistance program will be referred to as North Carolina Consumer Assistance Program (NCCAP) and will function as a program within the OSG along with the existing Seniors' Health Insurance Information Program (SHIIP). Both programs will have the independence to cross all division service lines in order to pursue and effectively manage the needs of the consumer relative to any health insurance assistance that may be required by federal guidelines.
