Vermont Consumer Assistance Program-ACA OFFICE OF HEALTH CARE OMBUDSMAN PROJECT
ABSTRACT The State of Vermont, through the Department of Banking, Insurance, Securities and Health
Care Administration BISHCA), proposes to increase and enhance the capacity for consumer assistance
activities of the existing health care ombudsman program in Vermont. BISHCA has contracted with Vermont
Legal Aid, Inc. (VLA), a statewide non-profit, to provide consumer assistance services through its Office of
Health Care Ombudsman (HCO) for over a decade. VLA also contracts with Vermont?s Medicaid agency,
the Department of Vermont Health Access (DVHA), so that the HCO can provide the same services to
Medicaid program applicants and beneficiaries. The HCO currently helps about 2500 Vermont health care
consumers each year through its statewide toll-free hotline and website. VLA has five offices across the state
providing access for walk-in clients. The HCO office, which is based in Burlington, has four health c
