Fiscal Year 2023 Capital Assistance for Hurricane Response and Recovery Efforts (CARE) - Lincoln Community Health Center (LCHC) proposes using CARE funds to undertake one (1) project: Construction/Expansion (C/E) of an Existing Facility. Lincoln Community Health Center, Inc. (LCHC) will use CARE funds for construction/expansion at its main location at 1301 Fayetteville St. in Durham, NC. LCHC will expand the parking lot. LCHC proposed a portion of this project in the FY21 ARP-Cap funding. After release of that funding, city and county requirements, such as addition of sidewalks and other items that had not been identified in initial quotes, caused the price of the project to more than double. Because of those delays and the greatly increased costs, none of that work has been done, and no contract has been awarded. LCHC will use these CARE funds in conjunction with the ARP-Cap funds to complete the project as required. LCHC will expand the parking lot from 50 to 83 spaces. This will include new curbs, aprons, sidewalks, landscaping, gutters, relocation and protection of nearby city/county monuments, and creation of the new parking spaces. The site has a generator and is able to continue care during a power outage. The proposed repairs and improvements to parking will assist in providing safe and accessible care during and after an emergency, including improved stormwater management. These CARE funds will cover the demolition and site work, paving of parking lot and sidewalks, and demolition/pipe replacement/curb and gutter replacement for stormwater management as demonstrated in the CARE budget. The ARP-Cap funds will be used to complete the items that were proposed in ARP-Cap but are not part of the CARE project: install key card access, install signage, mobilization and demobilization, traffic control, moving existing and installing new fencing, purchasing wheel stops, painting stripes, and landscaping including trees, shrubs, mulch, and sod.
