Fiscal Year 2023 Capital Assistance for Hurricane Response and Recovery Efforts (CARE) - Bond Community Health Center, Inc. (Bond CHC), a Federally Qualified Community Health Center (FQHC), has provided care to the uninsured and underinsured of Leon County, Florida, and surrounding communities since 1984. Bond CHC’s main site is located at 1720 South Gadsden Street, on the Southside of Tallahassee. Bond provides comprehensive health services, including family medicine, pediatrics, internal medicine, Ob-Gyn, HIV/AIDS care (Ryan White funded), radiology, behavioral health, and dental care. Bond CHC operates several satellite clinics including a mobile unit. Bond CHC is located in the Big Bend area of Florida, which abuts the Florida panhandle, and has been a casualty of or a responder to multiple hurricanes or tropical storms. This funding opportunity will assist Bond in recovering from past storms and in preparing to respond to and recover from future disasters. Bond proposes the following projects: o Construction/Expansion project at the main site, 1720 South Gadsden Street, Tallahassee, FL. This project will address patient and staff safety as well as structural repairs. At this site Bond proposes to a) erect a covered patient and ambulance drop-off and pick-up area, b) improve the overall security systems which includes the external lighting systems, door lock systems, security camera systems and software, and fire alarm system, c) install speedbumps, d) replace end-of-life clinical equipment, e) purchase emergency response kits/bags for managers and the appointed emergency response team which includes a 3-day supply of necessities and upgraded portable communication devices, and f) purchase emergency training mannequins for training to integrate disaster drill tabletop exercises and hands on clinical skills training to maximize performance in the event of a surge of patients to the health center due to natural disaster. . o Alteration/Renovation of the mobile unit. This project will center on repairs and upgrades to maintain readiness of the mobile unit to respond to disasters. These upgrades will include a) strengthening the IT and communication systems of the mobile unit, b) upgrading the medical equipment and sensors, c)repairing the flooring, stairs and awnings, and d) making mechanical repairs, such as repairs to the stabilizers, HVAC system, engine manifold and adding back-up cameras. Bond works closely with the Florida Association of Health Centers (the state PCA) to maintain its readiness to prepare for or respond to disasters. Bond is also a member of the Big Bend Healthcare Coalition, which is an eight-county coalition that was formed to better coordinate and leverage the resources and capabilities of all healthcare providers in the area in preparing, responding, and recovering from disasters. The emergency response team plays active roles with both organizations and participates in tabletop and planning exercises routinely.
