Ponca Substance Abuse, Prevention, Treatment and Aftercare Project - Funding Announcement Number: HHS-2022-IHS-SAPTA-0001 Project Title: Substance Abuse, Prevention, Treatment and Aftercare Institution: Ponca Tribe of Nebraska INTRODUCTION: The Ponca Tribe of Nebraska (PTN), headquartered in Niobrara, Nebraska, is a Federally-recognized Indian Tribe with a 15 county, 11,674 mile, service delivery area. Covering parts of Eastern Nebraska, South Dakota, and Iowa, the Tribe has four satellite locations in Norfolk, Lincoln, and Omaha, Nebraska, and Sioux City, Iowa. PTN is dedicated to providing evidence-based, culturally relevant treatment to AI/AN individuals. PTN offers several positive programs for substance abuse and youth; however, there are still gaps in services with substance abuse negatively impacting the AI/AN population across the lifespan. As reported by Nebraska DHHS, the AI/AN population experiences a higher prevalence of substance use disorders when compared to the non-Hispanic and White population, including a drug-induced mortality rate double that of the White population. This impact is also greatly seen in the AI/AN youth. Being our most fundamental asset to the continued way of life and integrity of our nation, our youth face daunting socioeconomic barriers that all too often result in substance abuse. PROJECT SCOPE: Overarching goals of this project include expanding service availability, improving clinic integration for a holistic approach, increasing utilization of services, improving outcomes, and increasing cross-system collaboration. By utilizing a holistic treatment approach and integrating culturally relevant practices into the treatment modality, PTN aims to reduce the stigma of mental illness and receiving treatment that is pervasive in the AI/AN population. The SAPTA funds will be utilized to implement and/or expand evidence-based practices while integrating culturally relevant, traditional practices. Proposed activities will be implemented to provide services across the lifespan with special focus on initiating early intervention strategies for youth at risk and implementing specific programming for youth and young adults, in addition to expanding services for adults and older adults. In order to fully address the above mentioned goals, the SAPTA project and activities will be completed in collaboration with a currently funded Tribal Opioid Response Grant. Additional collaboration will include Nebraska Urban Indian Coalition (NUIC) and the Native Indian Centered Education (NICE) program.
