The continued influx of unaccompanied children UC into the United States requires an ongoing need for safe age appropriate and trauma informed shelter and services for children in custody of the Office of Refugee Resettlement. In response the applicant is leveraging its expert competencies in both child welfare and work with refugee and other migrant populations to provide welcome and short term shelter for up to twenty four UC in Georgia. Serving as the primary awardee the applicant will provide shelter services in partnership with a subcontractor. The applicant currently provides both home study and post release and fingerprinting services to support UC in Georgia Alabama and Tennessee. In addition the applicant has provided foster care services in Georgia for forty years with a focus on children who have complex medical and behavioral needs. Given its deep history in providing child welfare services focusing on migrant children as well as children with complex needs it is well suited to provide administrative oversight of the program as well as case management reunification and clinical services. A subcontractor with specialized expertise in trauma informed residential programming for children and youth will provide residential services in its role of providing on site day to day supervision of UC in the program. The applicant is licensed as a child placing agency in Georgia. The subcontractor is licensed as a child caring institution in Georgia. Both providers are accredited by the Council on Accreditation. As a collaborative effort between two providers significant time has been invested in the intentional design of a comprehensive and well integrated child centered program. The program ensures that each UC is provided shelter and services in the least restrictive setting appropriate for age and needs. Cultural competency is critical to providing an environment in which UC feel comfortable and safe. Key program staff will be bilingual Engli sh and Spanish speakers in order to communicate effectively with children. In addition interpretation services will be available and accessed as necessary to meet unique language requirements of UC. Upon arrival on campus each UC will have an intake and assessment for risk completed receive an orientation and be scheduled for appropriate medical screenings. Staff will screen for both physical and mental health concerns including suicide risk. Children will be informed of confidentiality and their rights at this time. Given the increased risk of sexual abuse and exploitation with travel to the United States the program includes a more detailed assessment to determine if additional supports and services are required. Case managers will begin using information gleaned from the intake process to begin the process of reunification with family or an approved sponsor. Every effort will be made to ensure that reunifications occur as expeditiously as possible while ensuring the safety of the child upon their release. Individual Service Plans will be developed and maintained by the Case manager. The plan will include an individualized needs assessment on each UCs personal goals strengths and weaknesses. Once the above described intake process is complete UC will participate in education services recreation activities and mental health supports as required and their plan as provided by program teachers clinicians youth care workers and other support staff. The applicant will ensure that required staff to child ratios are maintained. These services continue until the child has been discharged to an approved family member or sponsor. In order to ensure compliance and quality care the applicant and the subcontractor will each employ their respective ongoing performance quality improvement practices to program operations. The applicant will have primary program performance evaluation responsibility and for reporting on program performance to the Office of Refugee Resettlement.
