Lutheran Immigration and Refugee Service (LIRS) oversees the implementation of residential therapeutic programs that provide safe, secure, and child-friendly settings to serve unaccompanied children of all ages and cultural backgrounds in need of intensive mental health and substance use disorder services, including pregnant and parenting teens. With continued support from the Office of Refugee Resettlement (ORR), LIRS promotes the safe and timely release of unaccompanied children in order to achieve reunification, stabilization, and community integration. LIRS partners with experienced, state-licensed, and nationally accredited child welfare residential care providers to provide therapeutic group home placements. In FY 2023, LIRS will continue to provide an array of specialized clinical services and treatment, appropriate care and suitable living accommodations in home-like settings under the supervision of professional staff for unaccompanied children needing a small, supervised, structured, and therapeutic environment. All care provided by LIRS and its partners is trauma-informed, child-centered, and designed and implemented based on child welfare best practices. LIRS promotes efficiency, effectiveness, and comprehensive service delivery while addressing the safety, well-being, and community integration needs of unaccompanied children.
