The National Capacity Building (NCB) Project at the Center for Victims of Torture is the technical assistance provider of the ORR Services for Survivors of Torture (SOT) Program, and is funded under the Torture Victims Relief Act. NCB is managed by CVT and implemented in partnership with the Harvard Program in Refugee Trauma (HPRT). We work with 42 SOT programs across 24 states, as well as refugee service organizations working with significant survivor populations. Our core constituents are the 35 ORR-funded direct service SOT programs and other programs that are members of the National Consortium of Torture Treatment Programs. NCB focuses on promoting sustainable, trauma-informed, integrated care for torture survivors and their families. We support the SOT community of practice through the provisions of technical resources, consultation, and training in core clinical competencies and evidence-based practices in torture rehabilitation, organizational development, and data collection and evaluation.
