Project DRIVE: Duffy's Risk Intervention and Visioning through Education - Project DRIVE—Duffy’s Risk Intervention and Visioning through Education—will serve 200 youth ages 13–17 (100 per year) who live in or attend school in Wilmington and adjacent New Castle County communities, with focused outreach in ZIP Codes 19801, 19802, 19805, 19806, 19807, and 19809. Enrollment will be open to every eligible youth in the service area without preference based on race, color, or national origin. DHI will also engage at least 75 parents and caregivers over the project period. Trained facilitators will deliver Love Notes 4.1 Sexual Risk Avoidance and Botvin LifeSkills Training in coordinated school-day and community/after-school cohorts. Each cohort will receive two one-hour sessions weekly for 13 weeks, alternating the two curricula so that relationship education, sexual risk avoidance, personal competence, social competence, substance-use prevention, and healthy decision-making reinforce one another. Six cohorts per year, averaging 16–17 youth each, will yield the annual target of 100 unduplicated participants while preserving the established group size and dosage. Core curriculum content will be delivered with fidelity; any approved surface-level adaptation will be documented and will not alter medical accuracy, the SRAE emphasis, or required content. Project DRIVE will communicate that voluntarily refraining from nonmarital sexual activity is the surest way to avoid pregnancy and sexually transmitted infections and will address all required SRAE topics A–F, the Success Sequence, healthy relationships, resisting coercion, goal setting, decision-making, and the benefits of delaying sexual activity. Positive youth development will be integrated through trusted-adult engagement, youth voice, gamified practice, service and leadership opportunities, the Duffy’s Hope Sexual Awareness Committee (D-SAC), and an annual youth leadership conference. Youth who disclose a need will receive a documented referral to an appropriate youth-friendly provider; grant funds will support referral and follow-up, not clinical service delivery. DHI will enroll 100 youth per year, retain at least 85 percent through the defined completion threshold, achieve at least 90 percent average core-content fidelity, and train all facilitators before implementation. DHI will administer required entry and exit surveys, monitor reach, dosage, attendance, fidelity, referrals, participant experience, and cost, and submit required semiannual performance data. Monthly dashboard reviews and quarterly D-SAC review will drive continuous quality improvement. Project DRIVE does not propose a local impact evaluation; DHI will cooperate fully with federal performance measurement and any national evaluation for which it is selected.
