Revolution Youth Title V Competitive Sexual Risk Avoidance Education - Revolution Youth will continue implementation of its Title V Competitive Sexual Risk Avoidance Education program to support youth ages 16–19 in Vermont, with a primary focus on communities in Chittenden County, including Winooski, and Franklin County. The project is designed to help adolescents build the knowledge, skills, and protective factors needed to make healthy decisions, strengthen relationships, avoid youth risk behaviors, and support positive educational, career, and life outcomes. The program uses Love Notes 3.0 Sexual Risk Avoidance, an evidence-based curriculum that integrates Positive Youth Development principles and adulthood preparation topics. Through this curriculum, participants receive instruction on healthy relationships, communication, goal setting, future planning, personal responsibility, decision-making, and self-sufficiency. The program is delivered through classroom-based instruction, mentoring, case management support, referrals to community resources, and coordination with local partners. During the continuation period from September 30, 2026, through September 29, 2027, Revolution Youth anticipates serving at least 50 youth ages 16–19. Program activities will focus on four core objectives: delivering the Love Notes 3.0 curriculum with fidelity; strengthening Positive Youth Development outcomes; ensuring youth with identified needs receive timely referrals and supportive services; and maintaining high-quality implementation through continuous quality improvement, performance monitoring, data collection, and evaluation. The project also addresses barriers that may affect youth engagement and long-term success. Program staff will provide mentoring, case management, and referral support for youth who experience economic hardship, trauma, mental health concerns, household instability, food insecurity, or other needs that may interfere with healthy development and educational progress. Staff training will include trauma-informed care, mandated reporting, participant safety, referral procedures, and program fidelity requirements. Revolution Youth will monitor project implementation through attendance tracking, fidelity reviews, participant surveys, staff supervision, program observations, case management documentation, performance reporting, and fiscal oversight. Data collected through these activities will be used to support continuous quality improvement, strengthen service delivery, maintain compliance with federal requirements, and ensure that program activities remain responsive to local youth and community needs. Through this project, Revolution Youth seeks to strengthen protective factors, promote healthy relationships, encourage future educational and workforce success, and support long-term self-sufficiency among participating youth.
