Summary: Obria Pacific Northwest (Obria PNW) currently provides sexual risk avoidance education (SRAE) services in the target community, which includes Clallam, Jefferson, Chelan, and Grant Counties WA, serving youth of all ethnicities and socio-economic status. Obria PNW has over 35 years of experience in developing and operating programs to strengthen families and serve those in need. Obria PNW serves and mentors youth, moving individuals and families from crisis to self-sufficiency. Seeing an unmet need in the community, Obria PNW has successfully implemented programs in the areas of adolescent pregnancy prevention (APP) programs, positive youth development (PYD), healthy relationship & marriage education & overall family strengthening through public and private junior high and high schools in the target community (TC). The purpose of this project is to deliver evidence-based SRAE curriculum paired with PYD to help participants voluntarily refrain from non-marital sexual activity and pro¿mote so¿cial & emo¿tional well-being to high-risk & vulnerable youth. Obria PNW will provide Title V-SRAE & PYD to middle school- and high school-age youth to build healthy life skills and protective factors, with strategies designed to help participants build these and make healthy decisions. Additionally, Obria PNW will provide education and resources to prevent pregnancy and Sexually Transmitted Diseases (STDs), and prevent youth engagement in other high risk behaviors. The program includes linkages to community partners that support the safety and well-being of the target population.
Obria PNW has one vendor contract: AMTC & Associates will provide the Program Performance Evaluation.
Target population(s) to be served: The project will target youth, ages 10-19, living in Clallam, Jefferson, Chelan, and Grant Counties in Washington State with elevated TBRs and high rates of STIs. Obria PNW will target youth primarily through community organizations, public and private schools and youth-oriented agencies (i.e., Boys and Girls Club), including those at highest risk of STIs such as runaway and homeless youth, and youth in juvenile detention facilities or alternative learning sites.
Needs to be addressed: The TBR for WA has been declining but is lagging behind the overall national decline and is starting to rise in the TC. WA has a high rate of sexually transmitted infection per capita and the rates continue to increase. In 2019, WA ranked 31 in the country for rates of both Chlamydia and Gonorrhea, 501.6 and 155.7 per 1,000 population.
Proposed services: The Obria PNW SRAE program will provide evidence-based SRAE curricula Real Essentials (Real Essentials Starting Point (RESP), 4th -8th Grade and Real Essentials Advance (REA), High School) which includes positive youth development in the areas of healthy relationship education and healthy life skills to 400 youth ages 10-19 in each of years 1 and 2. The project will promote social and emotional well-being, and provide goal-oriented group case management to all program youth, while offering individual case management to the highest-risk participants.
