Louisiana Traumatic Brain Injury State Partnership Program - The Louisiana Department of Health, Office of Aging and Adult Services (OAAS), proposes the Louisiana Traumatic Brain Injury State Partnership Program to strengthen statewide, person‑centered systems of care for individuals with traumatic brain injury (TBI) and their families. The project will establish and maintain an ACL‑compliant Traumatic Brain Injury Community Partner Advisory Board; conduct a comprehensive statewide needs assessment; develop and implement a living, data‑driven statewide TBI Strategic Plan; build statewide screening and resource facilitation infrastructure; and expand cross‑agency collaboration across Medicaid, behavioral health, developmental disabilities, aging services, and community partners. During Year 1, OAAS will establish the Advisory Board, complete the statewide needs assessment, initiate cross‑agency coordination, map screening and resource facilitation workflows, and produce a Year 1 statewide TBI Plan outline. Years 2 and 3 will focus on screening pilot implementation, resource facilitation expansion, statewide data collection, quality monitoring, training, and integration of systems‑change strategies across partner agencies. Key project partners include the Brain Injury Association of Louisiana (BIALA), which will lead lived‑experience engagement, qualitative data collection, outreach, and Advisory Board facilitation, and North American Research & Analysis (NARA), which will provide strategic planning, needs assessment methodology, data analysis, evaluation support, and systems‑integration guidance. OAAS will maintain statewide leadership, ACL coordination, fiscal oversight, project management, reporting, and sustainability planning. This initiative will improve identification of individuals with TBI, expand access to person‑centered supports, reduce service gaps, strengthen care coordination, enhance statewide screening and referral processes, and increase independence, community integration, and quality of life for individuals with TBI and their families across Louisiana.
