Oregon and ACL Traumatic Brain Injury State Partnership Program 2026-2029 - Goal: During this three-year project period, Oregon will strengthen statewide capacity to provide person-centered, coordinated services and supports that improve independence, well-being, and community participation for individuals living with brain injury and their families. Objectives: (1) Expand brain injury education and training opportunities for professionals serving justice-involved and other underserved populations, with targeted outreach to rural and frontier communities; (2) establish a staff education and technical assistance program to support brain injury screening and accommodations within Oregon's Treatment Courts and Oregon State Hospital; and (3) increase awareness, utilization, and statewide integration of Oregon's Brain Injury Program (resource facilitation). Overall Approach: Oregon's Center on Brain Injury Research and Training (CBIRT) will partner with justice, behavioral health, and community stakeholders to deliver statewide training, implement the Online Brain Injury Screening and Support System (OBISSS), provide technical assistance on accommodations and referral practices, and promote Oregon's Brain Injury Program. Project activities will be guided by the Oregon Brain Injury Council, including individuals with lived experience of brain injury. Outcomes: The project will increase provider knowledge of brain injury, improve identification of individuals with brain injury through screening, expand access to accommodations and referrals, and increase utilization of Oregon's Brain Injury Program. Expected outcomes include more brain injury-informed services, improved access to supports, increased self-determination and independence for individuals with brain injury, and stronger community integration through enhanced resource navigation and coordinated care. Products: Training curricula, recorded lived-experience videos, screening implementation resources, needs assessment findings, evaluation reports, and outreach materials. Duration: September 30, 2026, through September 29, 2029.
