(WSCI), a 42-year-old nonprofit community-based organization, proposes Youth THRIVE (Teaching Healthy Relationships, Inspiring Vision, and Excellence), a three-year General Departmental Sexual Risk Avoidance Education (GD-SRAE) initiative serving 1,000 youth annually and 3,000 unduplicated youth over the project period. Youth THRIVE will primarily serve youth ages 13–18 enrolled in nine middle and high schools in Atlanta Public Schools (APS), Fulton County, and Clayton County Public Schools (CCPS), with services available to eligible youth ages 10–19, including pregnant/parenting youth and youth experiencing trafficking, trauma, family instability, behavioral-health concerns, and other risk factors. Youth THRIVE addresses documented adolescent pregnancy, STIs, substance use, dating violence, sexual coercion, mental-health concerns, bullying, online harassment, trafficking/exploitation, and other behaviors associated with increased sexual risk. In 2024, Fulton and Clayton Counties reported a combined 886 adolescent pregnancies, while school and community data further demonstrate behavioral-health, safety, relationship, and social-media risks affecting youth in the proposed service area. Youth THRIVE will provide Love Notes 4.2 Abstinence Only. The project will teach youth to voluntarily refrain from nonmarital sexual activity as the optimal healthy behavior while strengthening personal responsibility, self-regulation, healthy decision-making, refusal and communication skills, healthy relationships, avoidance of sexual coercion and dating violence, and future orientation. Programming will reinforce the Success Sequence for Poverty Prevention and connect these milestones to economic self-sufficiency, responsible family formation, healthy marriage, and long-term flourishing. Youth THRIVE will integrate SRAE with Positive Youth Development, universal human-trafficking education, mental-health and violence-prevention education, career/workforce development, financial literacy, college/technical-school exposure, parent/caregiver engagement, technology-supported youth outreach, and youth leadership through 15 compensated Youth Ambassadors annually. Youth identified as needing additional assistance will be offered youth-friendly referrals, warm handoffs, follow-up, and contracted Case Management coordinated by a licensed behavioral-health professional. Expected outcomes include serving 3,000 youth, with at least 75% receiving 70% or more of intended program dosage; 70% demonstrating increased intention to voluntarily refrain from nonmarital sexual activity and increased protective skills; 70% increasing understanding of the Success Sequence; 15 Youth Ambassadors trained annually; and 100% of participants identified as needing additional support offered Case Management, referral, or linkage-to-care services. WSCI will collect all required OMB-approved SRAE performance measures, monitor curriculum fidelity and implementation, and use performance data and Continuous Quality Improvement to strengthen services throughout the three-year project period.
