CEA on LOC - NOVA will provide voluntary, evidence-based sexual risk avoidance education to 1,350 youth ages 10-19 over three years in Arlington, Fairfax, Prince William, and Alexandria, Virginia. - CEA Enterprise, LLC is requesting funds to implement the CEA on LOC (Lead, Own, Choose) Program - NOVA (hereafter, “CEA on LOC”) in Arlington County, Fairfax County, Prince William County, and the City of Alexandria, Virginia. CEA on LOC will provide voluntary, evidence-based sexual risk avoidance education to 450 youth ages 10-19 each year, or 1,350 youth over the project period. The program will teach youth to voluntarily refrain from nonmarital sexual activity as the optimal health behavior while developing the personal responsibility, self-regulation, healthy decision-making, communication, goal setting, and future orientation needed to avoid other youth risk behaviors. CEA Enterprise will directly manage and deliver all grant-funded services. There will be no subrecipients. Programming will be offered through participating schools, community-based organizations, faith-based organizations, recreation and community settings, and other youth-serving organizations in the four-jurisdiction service area. This focused Northern Virginia footprint responds to stakeholder interest in the program, is close to CEA Enterprise's existing Washington, DC service area, and permits consistent facilitator travel, supervisory contact, partnership development, and program monitoring. For purposes of this application, the Facilitator/Project Management Associate position will hereafter be referred to as the “facilitator.” For youth ages 14-19, CEA Enterprise will use Love Notes 4.2 Abstinence Only Federal Version, a 13-lesson curriculum for ages 14-24 that the Dibble Institute identifies as meeting the criteria of this funding announcement. For participants ages 10-13, CEA Enterprise will use the Love Notes Middle School adaptation so instructional topics, activities, and teaching methods are appropriate to younger participants' developmental stage. Facilitator-led sessions, participant journals, Colors Personality Sorts, guided discussion, role practice, and future-planning activities will deliver education exclusively focused on sexual risk avoidance and healthy preparation for adulthood. The program will teach the statutory A-F topics, including the value of completing education, preparing for work and self-sufficiency, forming healthy relationships, avoiding alcohol and drug-related risk, resisting coercion and dating violence, and seeking help from trusted adults and appropriate services.
