Los Angeles Sexual Risk Avoidance Education Initiative (LA-SRAE) - El Sol Neighborhood Educational Center (EIN: 33-0552297; UEI: P9L4BPB7J883) proposes the Los Angeles Sexual Risk Avoidance Education Initiative (LA-SRAE), a three-year, voluntary, community-based Sexual Risk Avoidance Education program serving 250 unduplicated youth ages 10–19 annually in Service Planning Area 6 (SPA 6), South Los Angeles — the highest teen birth rate SPA in Los Angeles County at 28.6 per 1,000 females ages 15–19, approximately three times the California rate of 9.1 (NCHS, 2023). Over the 36-month project period, LA-SRAE will serve 750 youth voluntarily, deliver 10 cohorts per year through two 100%-FTE CHW-certified Promotoras (Papu TogaFau and Nayli Peri Jurado), and contribute Love Notes 4.2 AO implementation data to the national GD-SRAE evidence base. LA-SRAE delivers Love Notes 4.2 (Abstinence Only Edition) for ages 14–19 and Love Notes Middle School Adaptation for ages 10–13 — both published by The Dibble Institute — through El Sol's permanent Los Angeles office (800 W. 6th Street, Suite 450, Los Angeles, CA 90017) and a distributed community venue network throughout SPA 6. All programming addresses the six statutory A–F topics, integrates the Success Sequence and marriage and family formation goals, includes universal human trafficking education, and contains zero contraception content. All youth participation is entirely voluntary; any youth may withdraw at any time without consequence or penalty. El Sol operates under a 34% provisional NICRA (Agreement N38093, HHS cognizant agency). Year 1 budget: $449,868. Year 2 budget: $447,690.
