Obria Oregon SRAE Project - Obria Oregon (Obria) is a nonprofit reproductive healthcare medical clinic that provides STI testing and treatment, pregnancy testing, ultrasound exams, cancer screening, well-women exams, 1sttrimester prenatal care, patient care coordination, referrals to community partners, and one-on-one health education. Obria launched sexual risk avoidance education (SRAE) services in 1994, primarily serving low-income, high-risk youth. Since 1994, Obria has successfully implemented more than $6 million in government and private grant-funded programs in the aforementioned areas. The purpose of this project is to deliver an evidence-based SRAE program that includes PYD to primarily vulnerable youth, ages 13-19, to help them voluntarily refrain from non-marital sexual activity and increase protective factors and emotional well-being. Obria will provide SRAE & PYD services in Linn County, Oregon. The proposed program will help youth build healthy life skills, empower them to make healthy decisions, and provide resources to prevent pregnancy, STIs, and other risk behaviors. The program includes referrals and linkages with follow-up, as appropriate, to youth-friendly services to support the overall physical and emotional well-being of the target population. Obria will have one contract: AMTC & Associates will provide the Project Performance, Local Evaluation, and reporting and monitoring training. Target population(s) to be served: The project will target youth ages 13-19. The majority of the youth Obria will serve are rural, low-income youth, at risk of not completing high school, living in foster care, homeless or runaway, juvenile justice-involved, and victims of trafficking, living in 7 under-resourced zip codes with the highest teen pregnancy rates (TPR), STIs, and poverty in Linn County. Needs to be addressed: The combined TPR in the target community (TC) is 23.3, more than 2 times as high as the rest of Linn County (11.2). In addition, Linn County is characterized by significantly increased rates of STIs. The teen syphilis rate was 10.4, which is 3.1 times that of OR (3.4). In addition, the teen chlamydia rate for males ages 10-14 (19.1) is 1.4 times higher than the U.S. (13.4). Over one-fifth (21%) of children under 18 residing in the TC were living below the poverty line. Proposed services: The Optimal Health program will provide evidence-based SRAE curriculum Love Notes 4.1 Abstinence Only and positive youth development services in the areas of healthy relationship education, career preparation, poverty prevention through self-sufficiency, and healthy life skills to 2,100 youth ages 13-19 over 3 years. The project will promote social and emotional well-being, assess youth needs, provide linkages and referrals with identified needs to youth-friendly services, and conduct follow-up as appropriate. Obria will also coordinate educational workshops and provide an E-learning site to educate 400 parents/caregivers over 3 years on risky behaviors and protective factors and help them develop skills to promote positive youth development.
