New York State Health Insurance Information Counseling and Assistance Program - The State Health Insurance Program (SHIP), known in New York State as the Health Insurance Information Counseling and Assistance Program (HIICAP) is administered by New York State Office for the Aging (NYSOFA) through a network of 59 local Area Agencies on Aging (AAAs) across the state. Goal: Provide person-centered, one-on-one assistance, counseling, and education to Medicare beneficiaries, families, and caregivers to help them make informed decisions about their care and benefits. Objectives: Service Excellence: Consistently provide confidential, accurate, objective, and comprehensive information and promote awareness, knowledge, and visibility through increased partnerships and group and media outreach events. Capacity Building: Increase volunteerism and workforce training opportunities. Innovation: Promote adaptable and sustainable processes to position the program for changes in the landscape of state health insurance programs, including processes for providing easy and equitable access to information and educational resources. Operational Excellence: Strengthen program by maintaining policies and procedures for effective and efficient operations. Outcomes: 1. Provide personalized assistance, counseling, and education to at least 120,000 Medicare beneficiaries annually. 2. Increase outreach activities by 2% annually, resulting in 80 new events a year. 3. Increase the number of volunteers by at least 10% annually, resulting in 75 new volunteers a year. 4. Increase and maintain counselor and volunteer educational and training opportunities. 5. Improve reporting accuracy by local partners. 6. Expand partnerships through collaboration with local, state, and federal partners.
