2025 State Health Insurance Assistance Program (SHIP) Base Grant - Pennsylvania’s Department of Aging’s (PDA) State Health Insurance Assistance Program (SHIP), known as Pennsylvania Medicare Education and Decision Insight, PA MEDI, in partnership with its 52 local Area Agencies on Aging (AAA), Senior Medicare Patrol, Aging and Disability Resource Centers, and other key local and statewide community stakeholders, will, in this five-year project, strengthen and expand PA’s capability to support the community-based local SHIP network that provides person-centered, locally accessible Medicare information and counseling services, education, and outreach. The goal of this project is to enhance the SHIP program structure to improve the delivery and quality of SHIP services that empower, educate, and assist Medicare-eligible individuals to make informed health insurance decisions and to optimize access to health care benefits. The objectives are: 1) to improve awareness of the program and its services; 2) to build capacity of local programs to serve an increased number of individuals; 3) to target vulnerable, unserved, underserved, and hard-to-reach populations. Anticipated outcomes of this five-year project include: 1) a four percent increase each year for five years in the number of Medicare beneficiaries served; 2) a two percent increase each year for five years in the number of volunteer counselors; 3) a two percent increase each year for five years in the number of outreach activities to target populations. The expected products to be developed during this grant period, available in accessible formats and languages other than English, are print and digital marketing and outreach materials, print and digital counselor training and volunteer recruitment materials, and an improved informational webpage for SHIP offices and the general public.
