CHOICES - Connecticut's State Health Insurance Assistance Program - The Connecticut Bureau of Aging (BOA, formerly called the State Unit on Aging) BOA administers Connecticut’s SHIP, called CHOICES, a successful, trusted, long-running statewide health insurance assistance program. CHOICES is Connecticut’s program for health insurance assistance, outreach, information and referral, counseling, and eligibility screening. CHOICES is a partnership with the BOA, the State’s five Area Agencies on Aging and the Center for Medicare Advocacy. The goal of this five-year project is to enhance CHOICES services by providing free, unbiased health insurance counseling, education, outreach, and assistance to Medicare beneficiaries, their families and caregivers. Objectives are to: 1) Improve recruitment and retention of team members in each AAA region; 2) Expand and improve team member content knowledge and performance; 3) Strengthen partnerships with a variety of community stakeholders; 4) Enhance the quality of counseling services provided by CHOICES staff; 5) Maintain program performance; and 6) Conduct focused outreach, particularly to hard-to-reach beneficiaries. Anticipated outcomes include: 1) At least 10 new team members will be recruited and trained in each of the five AAA regions per year; 2) Average trainee certification exam scores and team member reporting rates will be maintained or improved upon; 3) At least one additional partnership organization will be recruited per AAA region per year; 4) The consistency & quality of counseling information provided by CHOICES staff will improve; and 5) SHIP Performance Measure penetration rates will increase annually.
