Utah State Health Insurance Assistance Program - Project abstract The Utah State Health Insurance Assistance Program (SHIP) seeks to continue its essential role in empowering, educating and assisting the 427,555 Medicare beneficiaries, their families, and caregivers throughout the state of Utah. Through comprehensive outreach, counseling, and education, the Utah SHIP program enables individuals to make informed decisions regarding their healthcare coverage. During the 2025-2030 grant period, the Utah SHIP program will prioritize the strategic themes of service excellence, capacity building, operational excellence, and innovation. Specific objectives include: 1. Consistently delivering accurate, objective, and comprehensive information and assistance to Medicare beneficiaries. 2. Expanding outreach efforts to raise awareness and visibility of the SHIP program statewide. 3. Recruiting, training, and retaining an effective workforce, including both volunteers and paid staff. 4. Strengthening the program’s internal structure to enhance operational efficiency and ensure the sustainability of SHIP services. 5. Leveraging innovative approaches, such as virtual counseling and digital tools, to address the evolving needs of Utah’s Medicare population, particularly in rural and underserved areas. The expected outcomes of the project include the successful delivery of one-on-one counseling sessions to beneficiaries, an increase in outreach events, the development of new community partnerships, and the continued refinement of data tracking and reporting processes to enhance service delivery. Key products will include SHIP educational materials for Medicare beneficiaries, volunteer and staff training manuals, and a comprehensive statewide SHIP outreach plan made in collaboration with partner organizations.
