Oregon 2025 SHIP Grant - The goal of the Oregon Senior Health Insurance Benefits Assistance (SHIBA) program is to provide statewide outreach, education, and personalized counseling for Medicare beneficiaries and their caregivers through a trusted network of community partners and certified SHIBA counselors. The SHIBA network demonstrates the State Health Insurance Assistance Program’s (SHIP) strategic themes and objectives through their actions and commitment to providing quality services throughout local Oregon communities. SHIBA’s SHIP grant project objectives include the following: 1. Consistently and confidentially provide accurate, objective, and comprehensive information and assistance. 2. Promote awareness, knowledge, and visibility of the program. 3. Recruit, train, and retain and diverse, sufficient, and effective workforce at all levels of program administration. 4. Promote adaptable and sustainable processes and activities to position the SHIP for changes in the programmatic landscape. 5. Develop and strengthen the program structure and organization, including policies, processes, and procedures, to enable effective and efficient operations. The measurable outcome associated with this project is to increase the five SHIP national performance measures by 1.75% annually. In Year 1, those outcomes are: • Performance Measure 1 – Beneficiary Contacts: 15,448 • Performance Measure 2 – Group Outreach Contacts: 16,655 • Performance Measure 3 – Medicare Beneficiaries Under 65: 1,888 • Performance Measure 4 – Total Hard-to-Reach Contacts: 10,062 • Performance Measure 5 – Enrollment Contacts: 12,870 The SHIP performance measure outcomes will increase by 1.75% in each subsequent year of this project. Expected products include a variety of consumer outreach and education materials, including the Oregon Guide to Medicare Insurance Plans and the SHIBA brochure.
