State Health Insurance Assistance Program (SHIP) 2025-2030 - The Maryland Department of Aging (MDoA), in partnership with a network of nineteen local Area Agencies on Aging, will provide free, unbiased, and confidential education, outreach and assistance to Medicare beneficiaries, their families and caregivers through a statewide State Health Insurance Assistance Program (SHIP). The four strategic themes of service excellence, capacity building, innovation, and operational excellence will guide efforts to strengthen an existing programmatic framework and meet the needs of a growing Medicare-eligible population in Maryland. MDoA aims to increase the percentage of Medicare beneficiaries served compared to previous years by implementing interventions that support five key objectives: 1. Consistently and confidentially provide accurate, objective, and comprehensive information and assistance. 2. Promote awareness, knowledge, and visibility of the program. 3. Recruit, train, and retain a diverse, sufficient, and effective workforce at all levels. 4. Promote adaptable and sustainable processes and activities to position SHIP for changes in the programmatic landscape. 5. Develop and strengthen the program structure and organization, including policies, processes, and procedures, to enable effective and efficient operations. Through these objectives and interventions, MDoA will increase the total number of one-on-one counseling sessions, the number of beneficiaries reached through presentations, booths/exhibits at community events, and enrollment events, contacts with beneficiaries under 65, contacts with hard-to-reach populations, and contacts receiving enrollment assistance. Various key products will be produced by the program including policy and procedure manuals, training materials, educational resources, and media outreach.
