2025 Guam State Health Insurance Assistance Program - The Guam Department of Public Health and Social Services (DPHSS), Division of Senior Citizens (DSC) has been a State Health Insurance Assistance Program (SHIP) grantee since 2004. The island has nearly 19,000 Medicare Beneficiaries and many recognize Guam SHIP as the Guam Medicare Assistance Program (Guam Map), the Program. The Guam DPHSS is submitting its SHIP grant application for the multi-year project period of April 1, 2025, through March 31 2030, with a budget for year one of five years, the cumulative total $308,695.00 with an annual budget of $61,739.00 which is anticipated to be 100% Federal funded. Upon award of this application, Guam DPHSS aims to achieve the SHIP's national mission "to empower, educate and assist Medicare-eligible individuals, their families, and caregivers through objective outreach, counseling, and training to make informed health insurance decisions that optimize access to care and benefits", and to achieve the national SHIP vision of being "the known and trusted community resource for Medicare information (on-island)". The Program will receive assistance with its various activities from a cadre of trained Program volunteers and support from various key Program partners. Further, Guam SHIP will align its activities with the 2025 National SHIP strategic themes and corresponding objectives to achieve the SHIP vision which is 1) Service Excellence, 2) Capacity Building, 3) Innovation, and 4) Operational Excellence. The anticipated Program outcomes are to increase the community's awareness about the Program and its service to beneficiaries and increase the number of persons accessing Program services. The Program will produce culturally appropriate Program Materials, a volunteer training manual, evaluation tools, which shall be shared with the SHIP network through the SHIP National Technical Assistance Center, and grant-required reports.
