State health Insurance Assistance Program (SHIP) - Idaho SHIBA is a free, unbiased resource empowering Idahoans, through community volunteers and partners, to make informed decisions about their Medicare choices. During the five-year project, Idaho SHIBA, together with key partners, will expand the infrastructure currently in place to serve increased numbers of people with Medicare in Idaho. The goal of this project is to improve service delivery by utilizing effective and innovative approaches to counseling and education about Medicare to people with Medicare, their families and their communities. The objectives are: 1) improve awareness and accessibility of the SHIBA program in Idaho; 2) expand the current volunteer/partner workforce including the continued implementation and evaluation of the Volunteer Risk and Program Management (VRPM) policies; 3) expand services to hard-to-reach individuals including low-income, rural, and non-native English-speaking Idahoans, specifically Spanish; 4) increase total number of beneficiaries participating in one-on-one counseling across Idaho. Anticipated outcomes are: 1) more beneficiaries and their families will contact SHIBA for services across Idaho; 2) more volunteers/partners giving their time to provide SHIBA services and easier access for beneficiaries across Idaho to receive person-centered one-on-one counseling; 3) by receiving SHIBA services more hard-to-reach beneficiaries will be aware of Medicare benefits like no cost preventive benefits, as well as assistance programs, potentially saving them money on Medicare costs; and 4) more beneficiaries of all ages and their families will receive one-on-one counseling and enrollment assistance throughout Idaho. Expected products are additional counseling availability across the state, additional Medicare workshops available in key areas of the state, and an electronic volunteer handbook.
