State Health Insurance Assistance Program - Louisiana (LA) SHIP is the primary contact for our 923,148 Medicare (Med) beneficiaries (bens). Proposed Project Description: In the course of this five-year project, SHIP will teach, empower, educate, and assist Medicare-eligible individuals, their families, and caregivers through an outreach of staff, partner, and volunteer counselors across the state. The primary goal is to continue to counsel Med bens using the various means explained throughout the project narrative. This will, in turn, allow SHIP management more time to focus on our objective to rebuild our program with new community partners and staff. Our program outcome will be impactful, increasing the time counselors must focus on advising their regional Med bens, and will, feasibly, allow SHIP staff to allocate 50% of their time to focus on regional outreach. The education strategies, outreach strategies and anticipated products used to accomplish this goal include: marketing and outreach materials, Volunteer Counselor Policies and Procedures (P&Ps), Volunteer Risk and Program Management (VRPM), Online Counselor Certification Training (OCCT), direct volunteer access to senior staff counselors, SHIP’s educational binder, classroom presentations, SHIP National Technical Assistance Center (SHIP TA Center) Website, and hands-on / in-person training.
