PROJECT ABSTRACT
Health Choice Network in partnership with the South Florida Health Information Exchange (SFHIE) proposes to lead a regional collaboration to establish a South Florida Health Information Technology Regional Extension Center (SF REC). Health Choice Network brings 15 years??? experience in successfully implementing 1.9 Million electronic health records (EHR) in primary care settings and has long been recognized as a national leader in the implementation of Health Information Technology (HIT) in the safety-net environment. The co-lead applicant, SFHIE, was established in 2006 as a State of Florida sponsored Regional Health Information Exchange to focus on improving health care efficiency and quality, and enhancing patient safety. The SFHIE membership represents broad support from all sectors of the healthcare community.
The SF REC will service three counties in south Florida ??? Miami-Dade, Broward, and Monroe. The tri-county area is home to more than 4.5 million people and contains the 9th and 17th most populous counties in the nation. The SF REC has received commitments from more than 50 organizations representing more than 1,700 providers to support the SF REC and use the REC???s technical assistance services. The SF REC leadership has developed detailed delivery strategies to ensure the provision of HIT technical assistance services to meet sustainability objectives for high quality and added-value. Health Choice Network has successfully implemented EHRs with more than 460 providers in nine different states, including 140 PCPs in the service area, who serve nearly 200,000 patients. Health Choice Network???s Miami headquarters currently houses a staff of 52 HIT/EHR professionals delivering direct technical assistance for the proposed scope of services. Additional technical capacity will also be readily available from Advisory Committee members including, the major county public hospital health care systems (Broward Health, Memorial Healthcare Systems, Jackson Memorial Health Systems), academic partners (Miami-Dade College, NOVA Southeastern University, University of Miami Miller School of Medicine, Florida International University), County Health Departments, the Health Foundation of South Florida, the South Florida Hospital & Healthcare Association, and other key stakeholder organizations representing all sectors of the provider community.
Health Choice Network???s established business model and staffing structure partnered with the collective technical expertise of the SF REC Advisory Committee partnerships is uniquely poised for rapid scale up and immediate delivery of a full-suite of on-site, direct HIT technical assistance services to all sectors of the health care provider market, and specifically to public and private priority PCPs. The combined strength of Health Choice Network, as operational and fiscal lead, and SFHIE, as community governance lead, along with a network of strategic partners offers a potent synergy to ensure the SF REC will become a leadership model for achieving successful regional implementation of HIT and meaningful use of EHR. The SF REC collaboration is committed to employing our collective expertise towards demonstrating that federal investment in HIT infrastructure results in significant, measurable improvements in the quality, efficiency, and safety of heath care delivery in the United States.
