The Chicago Health Information Technology Regional Extension Center (CHITREC) aims to provide individualized technical assistance to 1653 Priority PCPs named in the application to become meaningful users of certified EHR technology, representing well over 80% of the total priority PCPs within Chicago. At the core of our proposal are the academic health information technology insights, resources and experience at Northwestern University coupled with the pragmatic and nationally recognized EHR implementation service delivery model successfully developed through HRSA funding at the Alliance of Chicago Community Health Services. Building upon this core, we have assembled a collaboration of highly experienced and motivated partners, and garnered the support of multiple stakeholders with the collective resources, technical knowledge and experience to assure a rapid and successful startup of the Center. Partners include: ??? Mt Sinai Hospital ??? The City of Chicago and Mayor Daley ??? University of Chicago ??? University of Illinois at Chicago ??? City Colleges of Chicago ??? Stroger Hospital ??? Access Community Health Network ??? St Bernard Hospital ??? Metropolitan Chicago Healthcare Council ??? United Healthcare Group ??? Blue Cross Blue Shield of Illinois ??? UserCentric ??? College of American Pathologists ??? SNOMED Terminology Services ??? Grant Thornton CHITREC???s specific objectives are to 1. Create a neutral and multi-stakeholder non-profit organization with a participatory governance structure and a commitment to share ideas and resources to maximize meaningful use across all of Chicago while achieving economies of scale and low cost structure. 2. Deliver a comprehensive array of HIT-related services with a cost model designed to ensure accessibility as well as long-term sustainability beyond grant funding, and 3, Develop numerous jobs and internships by fostering a tight relationship between CHITREC???s team of experts from academia and industry, with local students, community workforce organizations and the Illinois Department of Labor to enable bilateral knowledge and work skills transfer. Our center will provide EHR implementation and support services including: ??? Practice assessment and planning for EHR implementation ??? Negotiated group pricing on a selected number of commercial and potentially open source EHRs determined to meet meaningful use criteria ??? Assistance in all aspects of implementation including workflow analysis and redesign, and training (to include ePrescribing and Patient Portals) ??? Ongoing support and optimization services post implementation., including ongoing training and workflow redesign, and implementation of emerging technologies ??? Guidance and support for participation in Health Information Exchange, public health surveillance and registries. ??? Centralized resources for development of clinical decision support content and strategies ??? Standardized report design and assistance with customized reporting requirements ??? Services as a regional Quality Reporting Registry CHITREC focuses on Chicago due to the high concentration of priority practitioners located here, the range of diversity of practitioners and patients and communities, the available local collaborative resources represented in this proposal to meet these needs and the potential for rapid learning to contribute to efforts in other regions.
