We have partnered with the Georgia Department of Community Health (DCH), proposed statewide HIE, and key community and professional organizations in a collaborative effort to implement the meaningful use of EHRs in the practices of 20% of Georgia???s priority PCPs. There are nearly 2.8 million Georgians who are uninsured or Medicaid recipients. They are served by small practices and safety net organizations that predominantly use paper based record systems (> 18% EHR adoption). The GREC has collaborated with statewide partners including the GA Academy of Family Physicians, Hispanic Health Coalition of GA, and GA Hospital Association to provide statewide outreach and education (O&E) about meaningful use to these providers. Through partnerships with The University System of Georgia, the Technical College System of Georgia and Georgia Department of Education, we will build workforce capacity to meet significant objectives of the GREC: ??? Deploy Workforce to move the 1608 PCPs to meaningful use ??? Negotiate group-discounted purchasing agreements with certified EHR vendors ??? Work with statewide HIE to establish EHR standards that allow for secure exchange of health information. Our strategy promotes a Community Oriented Primary Care approach to develop HIT solutions that enable providers to become meaningful users and develop practices that are Patient Centered Medical Homes. We will establish 18 statewide Adoption Centers located in the 18 public health districts of Georgia. Partnerships with organizations such as GMCF (statewide QIO), AmeriChoice, and the GA Association of Primary Health Care (FQHCs) will allow access to small individual practices of providers and established networks of safety net organizations. The Adoption Centers will deploy Local O&E Teams and Technical Teams to work with these providers to meet program objectives. Partners such as the Northwest Georgia Healthcare Partnership will also help with O&E while partners such as Agilex and GA Technology Institute will give the GREC the technical capacity to implement EHR systems. The GREC will be led by a team of qualified administrators who are responsible for developing business strategies for successful operation. Our business model is structured around successful products which become profitable over the next four years. Revenue streams include: ??? front end fees from EHR vendors ??? provider fees for implementation ??? continuing education programs ??? technical initiatives and support concerning meaningful use ??? practice management products The GREC will work closely with the HITRC and the National Learning Consortium to refine services and develop best practices. Our Advisory council and committees are modeled to assure that we maintain a diversified approach to communities of all ethnic backgrounds and specific needs. MSM is a minority institution experienced at developing programs that improve health outcomes in underserved communities. In collaboration with the GA DCH and our network of partners, the NCPC has developed a viable strategic plan which prioritizes a strong community network to make the GREC a successful venture.
