Advance the development of a hybrid microgrid at the new Touch the Cloud complex by completing early engineering and technology integration and securing Tribal ownership of assets behind the meter. - Starting in 2020, the Cheyenne River Sioux Tribe has been planning a large multi-use complex in the main community on the Cheyenne River Reservation – Eagle Butte, SD – to bring state of the art and culturally aligned educational, health and wellness, recreational and other services to the Oyate (people). The Cheyenne River Sioux Tribe want this flagship new multi-use development to be supported by reliable and resilient energy infrastructure that is scalable for continued future growth. In line with its energy sovereignty and economic development goals, the Tribe wants to develop, own and operate a hybrid microgrid system to provide power to the Touch the Cloud complex and the neighboring Badger Park housing subdivision. With the K-12 school campus at the heart of the Touch of the Cloud development, an advanced Tribal microgrid will also provide educational opportunities and inspiration for Cheyenne River youth and vocational training and skilled job opportunities in the community. The work being proposed in this grant application will advance the development of the Touch the Cloud microgrid by completing early engineering and technology integration work and securing Tribal ownership of assets behind the meter, thereby derisking the project and preparing it to secure the next level of funding or financing to complete the detailed engineering design and begin construction.
