SMPs empower and assist Medicare beneficiaries, their families, and caregivers to prevent, detect, and report health care fraud, errors, and abuse through outreach, counseling, and education. - The Kentucky Senior Medicare Patrol’s (KY SMP) primary goal is to educate older adults through outreach focused on preventing, detecting, and reporting healthcare fraud errors, and abuse with the desired result of decreasing unnecessary Medicare spending. The SMP objectives are to: (1) provide group education and one-on-one assistance to Medicare beneficiaries on a statewide basis; (2) maintain a sufficient and effective workforce equipped to provide high-quality education and one-on-one support; (3) monitor and assess SMP results through operational and quality measures; and (4) position SMP to respond to changes in the programmatic landscape. KY SMP ensures wide access to fraud prevention resources via data analysis, partnerships, outreach, and media campaigns. Anticipated outcomes include: (1) annual increase in the number of group outreach and education events, based on established baseline data; (2) documented improvement in subcontractors’ knowledge about best practices for volunteer engagement and reported satisfaction of volunteers by 75%; and (3) increase number of rural health partnerships. Expected products include: (1) fraud prevention resources for older adult written in plain language; (2) subcontractor resource guide to assist with volunteer program management; and (3) rural health handbook including lessons learned and best practices.
