The Louisville/Jefferson County Metro Government Department of Public Health and Wellness along with volunteers, statewide partners, and collaborations are key components in administering the Kentucky (KY) Senior Medicare Patrol (SMP) program. The goal of the KY SMP project is to improve statewide delivery of the SMP program by recruiting volunteers to empower older adults and the disabled through education and outreach to prevent health care fraud and abuse. Project objectives are to: 1) foster national and statewide program coverage; 2) improve beneficiary education and inquiry resolution; 3) foster national program visibility and consistency; 4) improve the efficiency of the SMP program while increasing results for both operational and quality measures; and 5) target training and education to better serve identified priority populations. The approach is to target seniors, the disabled and minority populations focusing on low-income and rural demographics. It will build upon collaborations to provide education and outreach. Outcomes include: 1) development of a broader awareness of health care fraud and abuse; 2) an increase in the number of active volunteers, 3) an increase in knowledge on how to report fraud and abuse through media outreach, events, presentations and distributed materials; 4) improved SMP Performance Measures Outcomes; 5) an increase in the number of beneficiaries reached in underserved areas; and 6) an increase in the capacity among sub-contractors to identify and follow-up on complex issues. Statistics on project activities and contacts with seniors will be entered in SMART FACTS, the national data base for SMP. The products will be: 1) a KY SMP Volunteer Manual; 2) a KY SMP Technical Assistance Manual; and 3) materials written at appropriate literacy levels.
