The State of Nebraska, in partnership with the Nebraska Health Information Initiative (NeHII), will create a statewide health information exchange. The goals of Nebraska???s statewide health information exchange include improving health care quality and efficiency, improving patient care and consumer safety, encouraging greater consumer involvement in health care decisions, improving consumer access to health care, and enhancing public health and disease surveillance. As the State Designated Entity for Nebraska, NeHII will provide the technical infrastructure for the sharing of health information throughout the state. NeHII is a fully operational and sustainable health information exchange. NeHII will also work with the state???s other regional and specialty health information exchanges in various stages of implementation to leverage their success in ensuring a complete and sustainable business model. The objectives of this project are: 1) to develop a statewide infrastructure for health information exchange; 2) to support the development of a sustainable business model for building and maintaining health information exchange; 3) to support meaningful use of health information technology; 4) to encourage the integration of health information exchange with telehealth delivery; 5)to encourage the electronic exchange of public health data; and 6) to build awareness and trust of health information technology. Deliverables include: 1) a statewide network connecting at least 54 of the state???s hospitals and 1,700 of the state???s physicians to the statewide network by the end of year 2 of the project; a demonstrated sustainable business model for health information exchange; 3) the development of services to support meaningful use; 4) enhanced telehealth capabilities; and 5) consumer education materials. Expected outcomes include: 1) improved health care quality and efficiency; 2) improved patient care and consumer safety; 3) improved consumer access to health care; and 4) enhanced public health and disease surveillance.
