The recipient of this cooperative agreement, the Arizona Governor???s Office of Economic Recovery, supports this four year Arizona Health Information Exchange (AHIE) project in collaboration with Arizona Health-e Connection, Arizona State University, and other related stakeholders. The goal of this project is to facilitate statewide health information interoperability and the availability of competitive health information exchange functionality to Arizona???s healthcare providers over the four-year period. The approach is to develop and implement statewide HIE strategic and operational plans, utilizing stakeholder and subject matter expert inputs. The objectives are: 1) Create a planning team composed of project leadership and subject matter experts (SME) in the domains of Governance, Finance, Technical Infrastructure, Business and Technical Operations, and Legal / Policy; 2) Through SME leadership of domain committees, produce Strategic and Operational Plans that reflect solid business principles, free market economics, and the most effective and efficient methods of moving Arizona from current state of HIE to statewide interoperability/competitive HIE availability; 3) Establish an interoperability testbed which allows testing of applications and technical theories prior to spending money on actual implementations; 4) Identify and disseminate policies, standards, best practices, and model documents that will create a level playing field for the development of health information exchange while assuring data protection; 5) Educate stakeholders, including the public, regarding the benefits of HIE, as well as the policies that facilitate it and assure data protection and privacy; 6) Ensure that healthcare providers throughout Arizona have options for health information exchange available in time to qualify for ???meaningful use??? of Electronic Health Records and avoid penalties. The expected outcomes of this AHIE project are: providers will be able to make more informed decisions at the point of care, resulting in increased quality of care; patients will have more access to and control over their health information; new and unforeseen businesses, products and services providing value to providers and consumers will develop; and efficiencies and cost avoidance will occur due to the enhanced availability of existing health information. The products from this project are: a statewide HIE Strategic Plan; a statewide HIE Operational Plan; an updated business agreement framework; statewide policies; a statewide interoperable infrastructure; an integrated health record for Arizonans that choose to have one; and data indicating the status of statewide HIE availability.
