Brief explanation of where the state is in achieving statewide HIE among healthcare providers: Hawaii does not yet have statewide strategic and operational plans in place.
Goal: HHIE is the State-designated entity tasked with developing the State Health Information Exchange (HIE) plans. The goals of this program are to: (1) develop and implement strategic and operational plans to create an interconnected health information infrastructure by leveraging existing health information programs and resources to enable full interoperability and exchange throughout Hawaii, and (2) facilitate open and transparent communication with the State and all stakeholders.
Objective(s): The objectives are to: (1) convene a high-level State planning HIE meeting for strategic visioning and planning and conduct broad-level State HIE meetings to inform the community and solicit input, (2) perform an environmental scan of the State???s HIE readiness, (3) gather stakeholder input, (4) develop functional requirements for the HIE, (5) establish a framework that can be used to evaluate installation and use of EHRs and to define a State Designated Entity organizational structure, governance model, characteristics and requirements, (6) develop and submit the final state plans, and (7) implement, stabilize, and optimize a sustainable state HIE system that complies with Meaningful Use.
Outcomes: The expected outcomes of this program are to collect qualitative data to evaluate the public/stakeholder facilitated sessions and the quality of the interactions. Anonymous surveys on project process and milestones will also be sent to participants 1/3 and 2/3 through the project to gain an assessment of project success.
Products: The products from this program are: a strategic plan, an operational plan, a public website, evaluation results, press releases, and an operational HIE that provides independent practitioners access to healthcare information in rural areas.
