Status regarding HIE achievement: Puerto Rico does not have a HIE Strategic and Operational Plan
The Government of Puerto Rico (GPR) is committed to providing the citizens of Puerto Rico an integrated health care system that promotes and facilitates the implementation of a Health Information Exchange (HIE), with the ultimate goal of improving health care services and obtaining savings in the public and private health care system Island-wide. The Governor is committed to implementing technology which will benefit the citizens of Puerto Rico and seeks interoperability and broad stakeholder involvement in this effort.
The goal of this project is the implementation of the HIE which will improve health care services and generate savings in the public and private health care system Island-wide. Other goals are to promote widespread, meaningful use of Electronic Health Record systems (EHRs) and Healthcare Information Technology (HIT).
The objectives of the four year HIE project is to improve fiscal responsibility, quality, and access through integrating and centralizing systems and suppliers, supporting pay for performance measures, guided case management, creating stakeholder awareness, encouraging the adoption of electronic medical records (EMRs) and reducing fraud, waste, and abuse. With the improved use of health care technology, it is also expected that health care provision costs will decrease and new opportunities for employment and skill development will be made available to the residents of Puerto Rico.
The approach for the project is to develop and finalize HIE Strategic and Operational Plans, with the involvement of a broad array of key stakeholders. These stakeholders will include public health care entities, physicians and specialists, hospitals and clinics, laboratories, associations, attorneys, colleges and universities, product and service vendors, health care consumers, and other vested entities. The GPR acknowledges that Puerto Rico does not have a HIE Strategic and Operational Plan. However, a variety of health-related initiatives across the Island will be leveraged during this effort. Based on these plans, the HIE will be designed and implemented.
Specific outcomes of the project include the reduction of procedures/services duplicity, facilitation of interaction across networks for clinicians, providers and patients, and the ability to exchange health information Island-wide and with health providers nationwide. The ultimate outcome will be a health system that is both effective and accessible for all citizens of Puerto Rico. The products from the project include HIE Strategic and Operational Plans, as well as the design and implementation of the HIE solution.
