Evaluating the Effects of Adoption and Guardianship Support and Preservation (ASAP) Services in Illinois: A Quasi-experimental Design - This study evaluates the effectiveness of the Illinois Adoption and Guardianship Support and Preservation (ASAP) program among adoptive families. The evaluation outcomes include adoption stability, length of time before adoption disruption, and child safety (e.g., maltreatment allegations, open cases, and out-of-home placements). The intervention is comprised of a continuum of services, including clinical therapy, crisis intervention, parenting support, and case management. Services are primarily delivered through a home-visiting model. The study employs a quasi-experimental design utilizing Illinois administrative data and Brightpoint program records among families formed through child welfare adoption and subsidized guardianship in Illinois. The study will employ both intent-to-treat and treatment-on-the-treated designs and will follow families for 24 months. The planned analyses include machine learning techniques and the use of generative AI to develop additional variables from case notes.
