Advancement of MN Vulnerable Adult Care Project - The goal is to ensure that individuals subject to guardianship and conservatorship in Minnesota are adequately protected and well cared for. - The Minnesota Judicial Branch (MJB), in collaboration with Adult Protective Services (APS) and other key stakeholders, will undertake a three-year project to enhance the oversight and accountability of guardianships and conservatorships within Minnesota. The goal of this project is to ensure that individuals under guardianship and conservatorship are adequately protected and well cared for. The objectives are: 1) Enhance and expand the Complaint Examiner Department and program; 2) Enhance Judicial Officer Education and Tools for Guardianship/ Conservatorship and Supported Decision-Making; 3) Improve Accessibility of Information for those involved in Guardianship/Conservatorship cases; 4) Enhance electronic record systems, including MyMNGuardian (MMG) and MyMNConservator (MMC), to improve the internal and external user experience and increased needs of the MJB staff; 5) Standardize Data Collection and Reporting for Guardianship/ Conservatorship Case Data; and 6) Court Operations Analyst, the Project Manager and the Branch Audit Manager will oversee the project and check on progress, challenges, and successes throughout the project by meeting regularly and reviewing the work plan and logic model. Anticipated outcomes include: 1) The Complaint Examiner Department will experience increased capacity and efficiency in handling complaints, leading to quicker and more thorough resolutions; 2) Judicial officers will gain improved knowledge and resources, resulting in better-informed decisions in guardianship and conservatorship cases; 3) Parties involved in guardianship and conservatorship cases will find it easier to access relevant information, leading to more informed participation and decision-making; 4) Upgraded electronic record systems will offer a more seamless and user-friendly experience for both internal and external users, meeting the growing demands of MJB staff; and 5) Consistent data collection and reporting practices will enable more accurate tracking and analysis of guardianship and conservatorship cases, facilitating better oversight and decision-making; and 6) Regular oversight and evaluation will ensure the project stays on track, addressing any challenges promptly and ensuring successful implementation of objectives. Expected products are a centralized complaint review system, automated tracking systems, training materials and resources for judicial officers, resource and training modules for MyMNConservator, translated documents and forms in other languages, and enhanced systems on data dashboards for internal and public use. The duration of this project is three years, ensuring sustained improvements and the protection of vulnerable individuals in Minnesota.
