Tribal Water and Wastewater Treatment Program - The Inter Tribal Council of Arizona, Inc. (ITCA) will use RCD funds to expand its program that empowers tribal water and wastewater operators through training, technical assistance, and tribal operator certification services to small, rural, low-income tribal communities located in EPA regions 5, 6, 7, 8, 9, and 10. Through its Tribal Drinking Water Operator Certification Program, ITCA will: build tribal utility management through training and professional manager credentialing, build water utility resilience, improve tribal utility financial management capabilities, increase tribal regulatory knowledge and skills, and improve tribal water utilities technical operations and maintenance through technical assistance, training, operator certification, and workforce resources and recognition. The program will target the 836 (86%) public water systems in the ITCA service area that serve 2,500 people or fewer, and seeks to empower tribal water and wastewater utility personnel with the knowledge, skills, and abilities that are necessary to provide their communities with drinking water and sanitation services that are protective of public health.
