SERCAP's Rural Community Development (RCD) Training and Technical Assistance (TA) for Water and Wastewater Treatment Systems Project. - Southeast Rural Community Assistance Project, Inc. (SERCAP) will use RCD funds to provide both long- and short-term technical assistance and training related to water and wastewater systems to rural communities within the seven-state area of Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia and Florida. To ensure assistance reaches the communities most in need, SERCAP will serve rural areas with populations under 10,000 where at least 20% of residents live below the poverty line or the median family income is no more than 80% of the statewide median, with particular emphasis on communities within persistent poverty counties. Specific technical assistance and training initiatives will include: rural leadership development programs, continued development of public/private partnerships, training of SERCAP’s technical assistance providers and outreach workers, assisting communities with obtaining funding for water and wastewater facilities, project management, operations and maintenance troubleshooting, board member training, and continued financial assistance from the SERCAP loan fund program. As a result of these efforts, the communities served by SERCAP will increase their capacity to deliver safe and affordable drinking water and sanitary wastewater services to residents.
