<p>Headquartered in Worcester, Massachusetts, RCAP Solutions, Inc. (RSOL) is a private nonprofit multi state regional organization and the Northeast affiliate of the National Rural Community Assistance Partnership (RCAP) Network, serving all New England, New York, New Jersey, Pennsylvania, Puerto Rico and the US Virgin Islands. RSOL is dedicated to helping communities assess and prepare for changes in their economic structure and infrastructure. Since 1969, RSOL has been providing on-site, individualized training and technical assistance to eligible communities and is a current RCD grantee award number 90EF0079. Eligible communities under the Rural Community Development Program, Water and Wastewater Treatment Systems Training and Technical Assistance Project (RCD) include those with populations under 2,500 and with a median family income less than or equal 80 percent of the statewide median family income or an individual poverty rate of 20 percent or higher. RSOL’s local knowledge is key to fostering partnerships among communities and stakeholders. During the term of the five-year RCD grant RSOL intends to maximize local resources to address common challenges and stabilize vulnerable areas through shared solutions. In the 5-year service period, RSOL proposes to use RCD funds to undertake 300 projects and conduct 45 trainings and seminars to serve over 200,000 low income individuals and leverage $110 million for community projects. RSOL will assist eligible communities to build the capacity required to pursue funding sources for capital costs associated with infrastructure development and/or stabilization. RSOL will expand network development through outreach and education efforts, documenting and compiling stories of rural drinking water and wastewater infrastructure needs in low income communities. RSOL will also advise and collaborate with communities, policy makers and stakeholders on technical assistance and training needs to improve environmental and public health and improve economic conditions in low income communities. RSOL will undertake and complete projects that effectively meet the needs identified by community leaders and RSOL partners. RSOL’s experienced and committed staff work with communities to incorporate the best tools and resources suited to protect public health and the environment while progressing towards financial sustainability and improved quality of life. RSOL will continue to utilize RCD funding as the cornerstone to working with low income communities. RSOL will work to undertake and complete projects that truly meet the needs identified by community leaders and RSOL partners. RSOL will assist eligible communities build the capacity required to pursue funding sources for capital costs associated with infrastructure development and/or stabilization. technical assistance and training can impact environmental and public health, as well as improve economic conditions in these communities.</p>
