Southeast Rural Community Assistance Project, Inc. (SERCAP) is a Regional Training and Technical Assistance Center that provides technical assistance to rural, low-income communities for water, wastewater, environmental, housing, and economic issues in a seven-state area (Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia and Florida). SERCAP received $1,156,250 in continuation funding for the FY 2020-2021 program year, the first year of a 60-month program, to provide long- and short-term water and wastewater system technical assistance and training to rural, low-income communities with populations less than 2,500 and in which at least 20 percent of the total population lives below the poverty line, or the median family income does not exceed 80 percent of statewide median family income.
SERCAP proposes to serve these small rural communities with 100 projects per year. Persistent poverty counties in the service region will be targeted as a special focus of the program. Specific objectives include but are not limited to rural leadership development programs, continued development of public/private partnerships, training of SERCAP's technical assistance providers and outreach workers, assisting communities with obtaining funding for water and wastewater facilities, project management, operations and maintenance troubleshooting, board member training, and continued financial assistance from the SERCAP loan fund program.
SERCAP is an established regional nonprofit with over 50 years of experience in delivering training and technical assistance to rural, low-income communities. Our history with our national, regional and state partners and rural communities provides a solid base of support and the capacity to perform the work outlined in this proposal.
